Usually, there's no easy answer. This time, there is, courtesy of Al-Jazeera.
All of Al-Jazeera's Gaza footage has been Creative Commons-licensed, which means it can be used completely legally with attribution.
In addition, all of this footage is released under the most generous Creative Commons license, 3.0, which means remixes (ie. using it in anything from straight-up news programs to music videos with stylized filters is okay).
Send people to this gold mine and be sure to tell all your film maker friends. Even if they don't do Middle East stuff themselves, I'm willing to bet they know someone who does.
